Executive Vice President
Alan joined the CSAC Finance Corporation as the Executive Vice President in November 2015 after a successful career in government affairs. He has a broad range of professional work experience having worked in both the private and public sector. Alan has published on effective government advocacy including a Law Review Article on the topic of Ethics in Government and is occasionally requested to speak publicly on these topics. He has spent much of his career in government, law and public policy where most recently he was the Chief Legislative Representative for Los Angeles County. Prior to this, Alan practiced law at a Government Law Firm where he was an active member of the Public Law Section of the State Bar. In addition, Alan worked at a major investment firm where he was an accountant for a international pension fund group. Alan earned his undergraduate degree in Political Science and English minor at UC Davis, and subsequently earned his law degree where he completed a certificated concentration on Taxation.
Laura Labanieh, CAE
Director of Operations
Laura Labanieh, MPA, CAE began her career in local government in 2001 and since then has worked extensively with special districts, water agencies, and counties in California. She began her foray into local government working with the California Special Districts Association focusing on membership and program development. Narrowing her focus, she moved on to manage a statewide drought management program for rural water systems including developing drought management curriculum and coordinating mutual aid agreements. After seven years focused on special districts she came to work for the California State Association of Counties (CSAC) Finance Corporation in 2008 where she is currently the Director of Operations focusing on program development and operational management. In this role she also serves as the Administrator for the Investment Trust of California (CalTRUST). Laura earned her BA in Communications from the University of California, Davis and her Masters of Public Administration from Golden Gate University. Laura serves as a council member on the California Society of Association Executives Capital Region Council and has earned her Certified Association Executive designation from the American Society of Association Executives.
